For some months now, a number of representatives of the .nl registrars – the agents through whom consumers register .nl domain names - have been working with SIDN to come up with proposals for a new Registrars’ Advisory Council (RAC).
(RAC). The RAC is the formal point of contact between the registrar community and SIDN. On Thursday 20 May, the various parties signed an agreement confirming the principles that will guide formation of the new RAC and their confidence in each other.
Registrars’ Advisory Council
The RAC is elected by – and represents all members of – the Council of Registrars – the body to which all .nl registrars belong.
Although the old Council of Registrars dissolved itself in 2006, both the registrars and SIDN have a strong interest in the formation of a new RAC. The RAC’s primary role is to speak on behalf of the registrar community as a whole in discussions with SIDN. The RAC is also able to advise SIDN, both when the registry asks for input and when the registrars wish to raise an issue.
In addition, the RAC will be involved in the appointment of a temporary eighth member of SIDN’s Supervisory Board, who is to have specialist knowledge of the activities and interests of registrars. All parties anticipate that the new RAC will further enhance communication and coordination amongst the various actors.
Independent external consultant
In March 2010, the registrars and SIDN invited an independent external consultant to take part in their discussions, with a view to expediting formation of the new RAC. The consultant – Willem van Waveren, a management consultant at Albatros Investments – has since been guiding the talks amongst the registrars, which have led to the recently concluded agreement.
Agreement
In the agreement signed on 20 May, the various parties confirm the principles that will underpin the formation of the new RAC. The agreement also identifies the points that still require further clarification and reaffirms the various parties’ confidence in each other and in the current process. Talks are now in progress to work out the details of the proposed new set-up. The intention is that the registrar community should be invited to vote on a definitive proposal before the end of the year. Assuming that the proposal is accepted, the RAC will then be convened and the new structure will be formalised.
