During the original .info sunrise, there were some issues that resulted in a substantial number of .info registrations being invalidated and returned to the registry, Afilias.
Afilias has now submitted a proposal to ICANN as to how to deal with these names, entitled "Phased Equitable Reallocation of Non-Compliant .INFO Sunrise Domain Names."
The proposal involves three distinct phases:
Phase 1 - A request for proposal process in which Afilias will allocate domains to worthy applicants who will use the domains to enhance the .info brand.
Phase 2 - This seems to be the main phase, and it consists of auctioning off the domains.
Phase 3 - Any domains not allocated in the first two phases will be available on a first come, first serve basis.
The auction proposal is controversial. The argument is that this is allowing Afilias to profit from their own errors. On the other hand, as we have seen from past experience, auctions are likely the best way to distribute newly released premium domain names.
