In an effort to clamp down on illegal and unregulated online gambling,
the Kentucky Govenor Steve Beshear sought and was granted an order
transferring the domain names of 141 illegal online gambling sites to
the Commonwealth of Kentucky.
This is the first action of its type against online gambling operators
that has led to the seizure of domain names. The list includes
bodoglife.com, doylesroom.com and fulltiltpoker.com. The first of
these, bodoglife.com, has also been in the news over disputes over the
bodog.com domain name earlier this year.

Today ICANN is opening a public comment period on a proposed bylaw revision [PDF, 21K] from the ICANN Nominating Committee. The proposed revision would update the diversity requirements for selecting ICANN Board members to include domicile with country of citizenship.
Over the past several years, the Nominating Committee has expressed concern that being required to count more than one country of citizenship for diversity purposes often makes it difficult to select the best candidates for the Board seats that the Nominating Committee is mandated to fill. In carrying out its responsibilities to fill Seats 1 through 8, the Nominating Committee shall seek to ensure that the ICANN Board is composed of members who in the aggregate display diversity in geography, culture, skills, experience, and perspective, by applying the criteria set forth in Bylaws.

Ever sat at one of the VeriSign "State of the domain" meetings at any
of the ICANN meetings? Or read their reports about countries with the
greatest opportunity in domains? Almost without question you will learn
that Japan is earmarked as the country with the greatest opportunity
for growth in the domain market. They take into consideration important
factors such as GDP of a country, internet population, and current
domain registration levels. With this they compare registrations with
nations from around the world to come up with some predicted level of
domain registrations a country should have.

The Commonwealth of Kentucky has seized 141 domain names that are used for online gambling websites. Under Kentucky law, one must be licensed to offer any gambling service within the Commonwealth, and Kentucky has the right to seize any gambling device, which includes domain names, that violates this law. This is the first action of its kind by a state and raises numerous concerns amongst domain owners and the Internet community, and it may have far reaching legal implications.

It appears that my first article on Dark Blue Sea (DBS) has sparked a lot of interest and just as many questions about different ways of valuing the company. I thought that it would be worthwhile going through some of my thoughts on how I view and value DBS.
DBS currently has 82,369,287 shares and based on yesterday's share price of 26 Australian cents this gives the company a market value of $AU21.4m or $US17.12. This is very low from the lofty heights last year of nearly $AU100m. Valuing DBS from a market perspective is one thing but there are other ways of building a valuation and the difference between those ways and the market capitalization is the potential opportunity of the share.
